I just learned of Marie's passing, and I couldn't be more shocked. I just sent her a happy birthday message on Facebook this morning, which is how another who served with her in Naples saw to reach out to me with the sad news. I'm gobsmacked.
I served with Marie in Naples, as a subordinate section leader. I found her to be professional, approachable, kind, and infinitely considerate of her personnel, while always maintaining her focus on the mission. I remember her desire to take home a similar convertible to what she had been driving around Naples, and helped her to find one. I'm so very sorry for her passing, and extend my sincere condolences to her family and friends. She made a difference, which is a noble and important thing. Godspeed, Colonel leLoup.

It was with deep sadness that Kim and I learned recently of the passing of Marie LeLoup. I got to know Marie over the period of a few years when our postings to Europe overlapped. The obituary mentions Marie’s last posting in Naples. During the time she was there, the Joint Force Command Naples Headquarters, and in fact all of NATO, was going through an unprecedented major reorganization and a headquarters personnel reduction of 38 percent. As the Senior Canadian Officer in Naples, Marie adroitly led the way for the assessment and recommendations for our national bids for the positions in the new Naples headquarters organization. She also oversaw the standup of a very senior position, a first for Canada, a “three-star” post as Deputy Commander of JFC (Naples) and the eventual commander of the NATO-led Libyan Air Campaign.
However, Marie’s passion and exemplary character as a senior leader were even more remarkable in her concurrent national duties as the Designated Commanding Officer for the Canadian personnel and their families at JFC (Naples) and other NATO headquarters, agencies and training establishments in Italy. In this role she was not only responsible for the Canadian military personnel but, unique to Out-of-Canada postings, she had direct administrative and legal responsibility for Canadian military dependents (spouses, partners and children) and for their support and welfare.
A posting to Naples may sound wonderful, and in many ways it is, but it also presents many challenges to every-day-living that are very foreign to our traditional Canadian experience. Threats to personal security, loss of personal property, disrupted municipal services, and schooling challenges, on top of the usual cultural and linguistic differences, were the constant reality that the Canadian community had to weather. However, they thrived under the careful stewardship that Marie provided. Most notably, Marie was instrumental in the founding and standup of a satellite Military Family Resource Centre in Naples which went a long way to meeting the needs and requirements of the Canadian personnel and their families.
From a working relationship perspective, Marie exhibited the highest ethical and professional standards, coupled with a tenacity to ensure things were done to support the best interests of Canada and NATO. I recall several pointed phone calls from Marie, on various topics, where she would say something like, “Here’s the issue, here is my analysis, and unless I’m directed otherwise, this is how I intend to proceed!” That is reflective of her sense of conviction and the confidence she had in her abilities. However, if presented with a legitimately contrarian view point or some additional information, she would reply, “Oh I wasn’t aware of that” or “I hadn’t considered that” and then she would quickly pivot to negotiating a compromise approach, though still not far from her original intent!
During her posting in Naples, Marie navigated a few difficult personnel issues and like everything else she did, her actions were beyond reproach. Additionally, in “managing” the exigencies of the “three star” on her turf, she, without being disloyal, always helped to steer things in the right direction. I appreciated her occasional well-placed phone calls to give me a discreet heads-up, when she felt it was warranted.
From a more personal view, I would say that Marie was someone who was very genuine, cared for others as much as she cared for her beloved Italian stray cats, and had a real love of life. I got the feeling that she thoroughly enjoyed her final posting in Naples, including zipping around the area in her mini-convertible. During one visit to Naples, Marie invited Kim and me for a wonderful evening at her lovely place perched in the hills south of Naples. Kim and Marie seemed to form an instant bond. I’m not sure if it was because of their shared love for gardening and art (in particular the mosaics Marie created) or the common experiences they had as “pioneers” in professions previously dominated by men. Kim, to this day, says she thinks if time and space had been different, they would have been great friends.
I had the privilege of attending Marie’s Departure With Dignity event (aka retirement dinner) in 2011 in Naples. The messages and accolades from peers, senior officers and non-commissioned officers, subordinates, friends and family only further enhanced my respect and admiration for a fine officer who served her country well, was a exemplary role model and a kind mentor to others, and above all was a very caring human being.
Marie positively impacted many lives and the world in which she walked is a better place because of her and the life she lived.

I had the honour of serving with her when she was posted to the Land Force Atlantic Area Headquarters in Halifax and was deeply saddened to hear this news. My family and I are deeply saddened to hear of the loss of Col Marie Leloup. Our world and our country lost a great leader and a genuinely compassionate and caring person. I was fortunate to have worked for Col Leloup and to have her as a mentor for two years while serving with NATO in Naples, Italy. As a family with young daughters at the time, the importance of a strong female role model was truly appreciated and respected. It was inspirational to witness her courageous and oh so professional leadership in a multinational environment which presented so many challenges, including varying degrees of acceptance of women in high positions of authority. It was evident that this was a constant additional challenge she had to face. Yet, Col Leloup led the Canadian contingent with unflinching courage, resilience, poise, and a laser-focused dedication to serving Canada and NATO in the best possible way. All the while, she served with compassion and empathy towards the Canadian Community that always shone through. She was tough when she had to be.. with a heart-of-gold never too far beneath the surface. Canada lost one of her greats. Our deepest condolences to Col Leloup's family and friends.

Jackie and I were extremely shocked and saddened to hear of Marie’s passing. I worked for Marie in Gagetown and again in Ottawa. She was a mentor to me and became very good friends with both myself and my wife Jackie. We had many excellent adventures in Gagetown, Ottawa, Naples, and Vancouver, with the one constant being nonstop laughter. Not surprisingly, the common thread running through all these tributes to Marie was her kindness, compassion, generosity, strength of spirit, and her extraordinary sense of humour. I must say that I took every opportunity to exploit this sense of humour which she always took in stride even when I probably pushed it a little too far. She will forever have a place in the hearts of Jackie and I and will be missed greatly.

I first met Marie while serving in St. Johns's, NL. I was a very young soldier and still a little green when it came to surviving the male dominated world that we found ourselves in. No matter what! Our deepest sympathy to Marie's family. "Squeaky" and I served together since before she entered the RegF and she was a bridesmaid at Robin's and my wedding in 1978. She used to borrow my combat pants but had to wear a belt because I was smaller that she. We always kept in touch, usually at Christmas, all these years; hard to believe that that link has been broken. I can't imagine the hole that Marie's passing has left in your family's hearts. Sincere condolences to all who knew and loved Marie. She was close friends with my sister-in-law, Valerie (Jessome), for years, and as such, was an honorary Parsons family member attending many of our get togethers and milestones over the years. She welcomed the gals in our family to her beautiful home for a tea several years ago and was truly a wonderful host. It was a lovely and memorable afternoon. Marie was always up for an adventure and a new challenge. I enjoyed kayaking with her and Val. Marie would jump in her kayak and start motoring off, arms going a mile a minute with her usual energetic zest. Same with hiking, we'd get out of the car and boom, Marie was off to the races. She was hard to keep up with for sure. I basically spent a lot of time looking at the back of her in the distance! Her devotion to her kitties, community work, sharp wit and kind nature will always be remembered fondly.

So very sad to hear of Marie's passing. I first met Marie in Borden, we were both lieutenants at Base Supply. Our paths crossed next in Gagetown, when she was the Officer Commanding Supply Company and I was the Ammunition Technical Officer. We might have met even if we hadn't met in the military. We had some mutual friends; Marie even attended my cousin's wedding. An energetic, confident individual, she will surely be missed by family and close friends.

To Marie's family and close friends -- please accept my condolences. Marie worked for me when she was a Major serving at the Canadian Army HQ in St-Hubert PQ in the late 1980s. She was a very fine Army officer and a compassionate, effective leader and planner. Most importantly she was a really nice person with a big heart for everyone and everything. She went on to command a Service Battalion in the Army and held several other senior staff appointments in the Canadian Forces -- as I knew that she would do. Marie had a great career in the Army and was liked and respected by all. In my experience, she had a positive influence on everyone with whom she worked. In retirement she went on to lead and serve in her local community with intelligence and compassion. I am sad at her passing and she will be missed!

I am both surprised and saddened to learn of Marie's passing. I have very good memories of working together during a deployment in the Gulf and later while serving in Europe. She always had a warm smile and positive attitude. Marie was ready and willing to give whatever was required to ensure the success of a given mission. Her concern for the welfare of those with whom she served, regardless of rank, was constantly on display. A kind, generous and likeable soul, she had a profound impact on many. A great leader and officer who was the Chief Logistics Officer at HQ United Nations Disengagement Force outside Damascus, Syria during my tour 1997-1998. She was very supportive of the lengths I went as Force Maintenance Officer to keep our aged vehicles and equipment functional. I ran into her over the years of my subsequent career changes until I was "retired" in 2017. RIP Marie!

I was very surprised and saddened to read of Marie’s passing. We were in grade Primary through Grade 7 together at Scotchtown Memorial School. Marie was a quiet, very smart, sweet & kind girl... I enjoyed our friendship.
We lost touch over the years but reconnected a few years ago through the benefit of Facebook :) She was still in Italy at the time and I loved the beautiful photos she shared. She had such an amazing career; she served her country well.

I worked with Marie when we were both on staff at HQ CFB Gagetown during 1993-94; she in the G-4 shop and I in G-1. She was completely professional and always ready to work collaboratively to solve problems and deal with other issues. I last met her on the Golan Heights in the fall of 1997 when she was there with the UN.

I am deeply saddened to learn that Col Laloup has passed so young. She and I served together at CCUNDOF in 1996 on the Golan Heights. I did not know her whatsoever until personal tragedy struck me while I was deployed. I went to my chain of command and requested compassionate leave as a member close member of my family had died. For some reason, my inexperienced Captain declined my request, and I returned to my quarters, devastated, angry, and in grief. About an hour later there was a knock on my quarters door. It was LCol Laloup. I had never met her before. She asked me what I was doing. I told her that I was grieving and did not wish to be disturbed. She then said, "that's not what I asked, Sergeant...I meant "what are you doing rhetorically, because you should be packing, because I just found out what happened. The CO is away, that makes me the ranking Canadian Officer in theatre, and I am signing a compassionate leave pass, arranging a flight for you and sending you back to Canada for 7 days to bury your family member, now get packing there is a jeep outside waiting to take you to the airport in Tel Aviv...and do not worry about your Captain...he has been educated." I was a military policeman with an entirely separate chain of command. I did not work for LCol Laloup. She discovered what had happened and she immediately injected herself into the problem, and she resolved the issue. I buried my family member four days later in Canada. I owe a great deal to Col Laloup, as does my family. She was an incredible leader whom I will never ever forget. I was lucky enough to attend University with Marie at Ste. Anne University in Church Point , N.S. We were close friends. We kept in contact over the years and I was always anxious to receive- her yearly letter to tell me about her latest activities in the military which she loved so much- especially her stint in Italy!
When she moved back to N.S we reconnected and we visited and stayed with her a few times the last few years.She was always the perfect hostess and willing taxi driver to the airport if need be! Of course her 3 beloved cats the 3 Gs were always the first matter of business when entering her beautiful home. How she adored her cats !
I don’t know why we hadn’t personally called each other this year-no special reason why,
I wish I knew she was sick . I met her lovely Mom many years ago in Cape Breton . Her brother Johnny and his wife Brenda were often spoken about so fondly. I will miss her so much,Please accept my deepest condolences .

Sad News. Colonel LeLoup I met her as a young Corporal serving in the Golan Heights in 1997. She was our contingent commander in camp Faouar Syria. All I can say is After meeting her about some military matters I found her very down to earth and caring of her troops. She wore those big Colonel bars on her shoulders proud! R.I.P. Colonel

On behalf of the Board of Directors of the Spay Day HRM Society it was with much sadness and the heaviest of hearts that we learned of the passing of Marie, a long time Spay Day volunteer and our good friend. She was well known and loved by many for her compassion when it came to animals and she was often the face of Spay Day at community events. Marie was always eager and willing to volunteer in all aspects of our organization. You would often see her smiling face at adoption events, bake sales, yard sales, Chase the Ace and fundraising booths. She was always up for giving a cat a lift to the vet and was an active organizer and participant in the production of cat toys; often hosting kickstick stuffing and bag & tag parties. The Christmas tea and craft sale at RA Park was one of our most successful events thanks to Marie’s initiative, planning and organization. She helped with the auction and donations, we could go on and on as there wasn’t anything she didn’t do. Marie was more than a volunteer, she was a good friend and inspiration to many in the Spay Day circle and beyond. Her dedication, compassion and big smile will be forever missed. Rest Easy our friend.

I met Marie through my ex-husband. Marie and him
joined the Reserves and then the Regular Force together many years ago. When he worked for Marie in Gagetown we met and became friends through many shared interests including the military, antiques, design and decor, supporting Veterans and animal welfare. She remained a steadfast friend and when she moved to Halifax upon retirement she supported me through my newly single life, helping me become a fur baby Mama to two kitties, and always helping me with my garage sales. I will miss our long chats sitting at her kitchen island where we were never at a loss for topics. She had amazing energy and the biggest heart. Condolences to her family and friends. She was my neighbour and such a kind person. She helped me with rescuing kitties at my cottage. Loaned me the equipment I needed and all the advice to be successful, she will be missed by many!

I am so sorry to hear about Marie. I was her RSM (Regimental Sergeant Major) when she was the Commanding Officer of Technical Service Branch in Gagetown in 1998. She was an excellent boss. She really liked to sit with me and have coffee in the morning to discuss everything about our unit. She had a lot of respect for her soldiers and the soldiers really respected her. She will be missed by everyone that knew her. Servitium Nulli Secundus. ( Service Second To None ). God Bless her . May he keep her in his arms. . Patrick Parker (CWO ) retired.

I was very saddened to learn of Marie’s passing. We had served together at CFB Gagetown. I always admired her leadership skills. Following retirement, we kept in contact through social media. I would like to extend my condolences to her family.

It was with great sadness that I learned of Marie’s passing. She and I grew up together in the military. Both Logistics Officers, both women starting in a time when we were not very welcome and both having to constantly prove that we belonged. Marie thrived on challenges such as this. She always did what she believed in and did it well. Our paths crossed continually and we often passed each other paperwork on issues. I constantly admired her ability with a pen. I would see her arguments, her Staff assessments and what she wrote about people. The level of time and effort she took on every issue or person showed a profound level of caring. We also attended Staff College together and I got the opportunity to see her deal with many challenging issues while we were there. She had a profound sense of right and wrong and that came through loud and clear during that time. I admired her from close and from afar. She was one of the pioneers who paved the way for many others to follow and she made a significant contribution to the military and her Country. She may have retired in Nova Scotia, but her friends and colleagues from across the country are already sharing Marie anecdotes. You are not alone. We are all standing with you through this.
