It is with great sadness that we announce the passing of Randy “Chico” Francis Arseneau, who passed away on July 29, 2026, after a brief but courageous battle with lung cancer.

Chico was predeceased by his beloved wife, Cathy; his cherished son, Corey; his parents, Elizabeth (Betty) Arseneau and Wilfred (Fred) Arseneau; his mother-in-law, Cecilia Payne; and his brothers, Allan, Wayne, Fred, and Pete Arseneau.

Chico is lovingly remembered by his daughter-in-law, Jenna; his father-in-law, David J. Payne; his sister, Mary-Lou, whose husband, Paul, predeceased her; his sister, Betty Sue, whose husband, Ken, predeceased her; his brothers, Aurelle (Joy) and Tim (Janice); his sisters-in-law, June, Rina, Deb, and Cindy (John); as well as many cherished nieces, nephews, cousins, and members of his extended family.

Nearly 50 years ago, Chico began his military career, where he formed countless lifelong friendships that he treasured throughout his life. He often spoke fondly of his military brothers and sisters, as well as the many friends he made during his years with O’Regan’s, whom he considered family.

If there were children nearby, it wouldn’t be long before Chico found his way to them. He had a remarkable gift for making kids smile, winning them over with his gentle nature, quick wit, and, more often than not, a pocket full of sweet treats.

Chico was a genuinely kind and caring man who always wanted the very best for those around him. He was honest to his core and never hesitated to tell it like it was—even in his final days. It was that authenticity, along with his unwavering loyalty and generous heart, that made him so deeply loved by so many.

Chico approached life with optimism and always found something positive, even during life’s greatest challenges. A lifelong Montreal Canadiens fan, he finally fulfilled a dream by attending his first live Canadiens game in May 2026. While we never held his loyalty to the Canadiens against him, his neighbours may have had a different opinion—especially after enduring the enthusiastic blasts of his air horn following every Canadiens goal during the 2026 playoff run.

The family would like to extend a special thank you to his loving daughter-in-law, Jenna, whose friendship, compassion, and unwavering support meant so much to Chico over the years, especially during his final months.

The family also wishes to express their heartfelt gratitude to the exceptional staff of the Palliative Care Unit at the Victoria General Hospital for the kindness, dignity, and compassionate care they provided to Chico and his family.

A small gathering will be held for family at a later date.

In lieu of flowers, donations in Chico’s memory may be made to the Canadian Cancer Society or the Leukemia & Lymphoma Society of Canada.

Chico leaves behind a legacy of kindness, honesty, laughter, and unwavering love for his family and friends. He touched countless lives through his generosity, his humour, and his ability to make everyone feel welcome.

Though he will be deeply missed, there is comfort in knowing that Chico is now reunited with the love of his life, Cathy; his beloved son, Corey; his parents; and the many family members and friends who went before him. His memory will live on in the hearts of all who were fortunate enough to know and love him.”
